SEPTEMBER 2004 More on Amtrak Funding We will soon be in the final stages of the 108th Congress and, as usual, there will be so much that is left undone. At this point in time there is no provision for a Continuing Resolution. You will recall this allows everything to continue with no idea as to where the money comes from or how much money will be available. Of course, we know where the money comes from - taxes paid by the general public. The same taxes that are paid by you and me for Highways, Airports and Waterways only in these forms of transportation the dollars are there on a regular basis. That means a great deal to any continuing operation regardless of the design or nature thereof. In discussion with Tom Dwyer, National Legislative Director of NARVRE, he pointed to this important area of funding for Amtrak. Steady funding for Amtrak would allow the carrier to properly spend the dollars where they are needed most. A genuine format of establishing, over the years, a solid and dependable transportation system that may be depended upon when needed most. We need this type of funding for Amtrak. It is not too late to write about it inasmuch as no decision has been made. The process is stalled. The Senate proposes $2 billion a
year for each of three years the House remains with the Administration
funding of $900 million for each year.
It will be up to a joint House Senate Transportation Appropriations
Committee to decide the final Amtrak Appropriation for FY 2005. President and CEO David L. Gunn has
outlined in detail a five-year strategic plan for Amtrak. It is not like the Congressional Committees
are presented with a “pig-in-a-poke” situation for funding. Amtrak deserves the requested $1.8 billion
funding the same as requests by other modes of transportation. And specifically so due to the unknown
conditions facing Our effort in making available the toll free numbers (877) 668-3864 and (877) 668-3866 has proven again that NARVRE Members will respond when given the opportunity.
